Frame Appoints Lloyd Moore as Co-Founder and Chief Technology Officer

Lloyd Moore will lead the technical development of Frame, the settlement layer for modern finance, helping institutions modernize through their existing systems.

Frame, the settlement layer for modern finance, announced Lloyd Moore as Co-Founder and Chief Technology Officer on 14 September 2026. Moore will lead the technical vision for a platform designed to help institutions modernize settlement through the infrastructure they already use. Frame adds policy checks before release and signed evidence of the reported outcome, while institutions retain control of their systems, books, keys and execution.

Engineering leadership

Moore brings experience in engineering leadership, distributed systems, cloud architecture, security and financial infrastructure. Before Frame, he served as Acting Chief Technology Officer and Vice President of Engineering at Blockdaemon. There, he grew the engineering organization from 10 to 187 people across 14 countries and helped build infrastructure that processed more than $500 billion in digital-asset transactions, according to the announcement.

Moore also served as Chief Technology Officer at Valence, where he built a privacy-first federated learning platform for enterprise clients. His background includes 12 years as a Royal Marines Commando. The announcement describes that experience as informing his focus on operational precision, resilience and the development of high-performing engineering teams.

Modernizing settlement through existing systems

Moore's technical work at Frame includes the settlement engine, policy rules and SecLog, an encrypted log for recording settlement decisions and their evidence for later verification. These components support the company's approach to checking policy before release and creating records that others can verify independently. The customer's platforms remain responsible for executing settlement.

For institutions, the aim is to build on existing infrastructure as they consider workflows involving fiat rails, stablecoins and tokenized deposits. Frame's additive approach is designed to preserve their operational control and regulated responsibilities. Connections and execution arrangements are configured for the relevant workflow; the platform's role is to coordinate the checks and evidence around it.
